企業社會責任與司法問題之探究 Investigation of Corporate Social Responsibility with Judiciary Problems 金文森 Won-Sun King [1] 中文摘要 回顧自從 1979 年米糠油中毒事件至今三十五年來，台灣的食品危害事件連續不斷，可見台灣的有毒食品歷史悠久。 近年來台灣連續爆發許多大規模震驚社會的食品衛生違法事件，違法歷史一再重演。無良心企業追求其非法利潤，傷害全國民眾的健康利益，不顧倫理道德唯利是圖，黑心企業毫無社會基本責任。為何台灣食品衛生違法事件源源不絕 ? 本研究發現台灣的公務官員招考及考核制度、法律規範、衛生機構檢驗稽查制度都有問題，警察局、廉政署、調查局功能不彰，檢察官違法不起訴，法官違法判決等問題造成台灣社會不公不義違法亂紀。不只是食安事件持續不斷，其他社會問題也是接連不斷。若要減緩或改善企業的社會責任問題，建議先從政府的司法改革作起。 Abstract The event of poison rice-bran-oil occurred thirty five years ago from 1979. Harmful food events happened continuously. The history of poison food is long in Taiwan. Recently, there were many illegal events that were large and shock horror about food hygiene. The illegal historical events occurred again and again. Enterprise lacking of conscience pursues lawless profit that injures the healthy benefits of people in Taiwan.
