從台南維冠大樓倒塌看執照審查與司法改革 From the Collapse of Tainan Weiguan Building to See License Approval and Judiciary Innovation 金文森 1 Won-Sun King 1 摘要 本文研究以台南維冠大樓為例，主要目的在探討大樓倒塌的原因及對環境的影響，以及營建相關法規與司法改革等議題。研究方法採用 文獻回顧法及 文獻分析法，本文 針對我國新聞媒體、網路資訊等進行廣泛的資料蒐集，參考文獻包括歷年來收錄在館藏的資料，以及國內重要大學研究中心調查數據及司法院判決案例等社會科學資料，還有作者本人親身經歷的司法案例，以作為後續評論的基礎依據， 經過分析歸納 比較 後 ，以做為本研究的參考依據。研究結果發現 大樓在地震中倒塌，造成環境的嚴重破壞。台灣的法規形同虛設，司法追究責任的制度更是問題嚴重。建議加強營建法規教育、 企業社會責任 及環境保護教育，並改革司法 政策、行政與組織運作方式。 關鍵詞： 公安 、 法規 、 司法 、環保 Abstract Tainan Weiguan building is studied for example. The collapse reason of building and its effect on environment, the related construction codes and judiciary innovation were discussed in this study. Document review method and document analysis method were used. The news and network information were collected extensively.
